Multipurpose and Evacuation Centre
Project Status
The Southern Region Planning Panel (SRPP) has granted development consent for the Multipurpose and Evacuation Centre, with the determination now published on the Planning Panel website https://www.planningportal.nsw.gov.au/planning-panel/demolition-existing-structures-and-construction-recreation-facility-indoor-multipurpose-evacuation-centre
The approval follows a public meeting held by the Panel in early June, along with the submission of additional information by Council. Read the full media release here.
Project Background
Snowy Valleys Council received funding from the Australian and NSW Governments Bushfire Local Economic Recovery Fund (BLERF) to build a Multipurpose Centre in Tumut which has sufficient capacity to double as an Evacuation Centre in times of emergency.
The purpose-built multipurpose facility and evacuation centre will cater for multiple indoor sports, the size of two basketball courts to accommodate local and regional sporting competitions as well as a facility to host conferences, local school and community events.
The centre will be built at Richmond Park, opposite the Tumut Bowling Club.

Approximately 150 community members attended Council’s Multipurpose and Evacuation Centre (MEC) Project Concept Design Presentations on Tuesday, 11 February, demonstrating strong interest in the project.
Interim General Manager Steven Pinnuck said the community was engaged and broadly supportive of the designs, with attendees offering constructive feedback to further refine the plans.
“I’d like to thank those who attended and encourage everyone to review the plans on our website and provide feedback,” he said.

At the November 2024 Ordinary Council meeting, a specialist architect was engaged to develop the detailed design for the Multipurpose and Evacuation Centre at Richmond Park and manage all necessary documentation for the Development Application process.
A community consultation session is being planned for mid-December, offering residents the chance to meet the architect, gain insights into the project, ask questions, and share any concerns.
As part of the Development Application process, stakeholders and community members will also have the opportunity to provide feedback.

Council’s contractor has completed geotechnical field work at the Richmond Park site and will now prepare a Final Report detailing the ground's properties, potential risks, and recommendations. This information will guide the appointed engineering company in designing the concrete slabs, footings, and foundations for the two-story commercial building, ensuring compliance with Australian Standards.

Council is now inviting tenders for the design of the Tumut Multipurpose Centre. We are looking to engage a qualified consultant team to develop the project documentation, with the lead consultant ideally offering Architectural Services, supported by a team of engineering and specialist consultants.
The Request for Tender closes at 12:00 PM on Friday, 25 October, tender lodgement is online via the Tenderlink website. A report will be presented at the 21 November Ordinary Council Meeting.

Council has awarded a contract for geotechnical and environmental testing of the Richmond Park site. The contractor will begin work this week, and over the next two weeks, they will drill boreholes and take samples to assess the ground’s geotechnical and environmental properties.
We expect the noise levels from this work to be comparable to that of a lawn mower.
Once the geotechnical investigations are complete, Council will move forward with finalising the engagement of specialist design consultants to prepare a Concept Design for the new building in preparation for the lodgement of a Development Application early next year. During both the Concept Design and Development Application stages, we’ll ensure the community has the opportunity to review and provide feedback.

At their June 2024 meeting Councillors resolved to approve the Richmond Park site, opposite the Tumut Bowling Club as the preferred site for the Multipurpose Centre building. Read the full media release here.
What's next?
- We'll be doing some Geotech investigations and final feasibility studies.
- If all goes well, we'll move forward with detailed design plans in preparation of a Development Application.
- During the Development Application process, interested stakeholders and community members will get a chance to review and provide feedback.
