The draft SVC Section 7.12 Local Infrastructure Contributions Plan sets out where developer contributions apply and how they are calculated. The plan also includes the infrastructure works that may be funded through any contributions collected.
Council currently operates under a number of contribution plans which it uses for levying of contributions.

By adopting a Section 7.12 Local Infrastructure Contributions Plan – council will have a single consistent approach to infrastructure contributions.

How will the Draft Plan affect me?
Within the mechanics of a Section 7.12 Development Contributions Plan, a levy or contribution is placed on any residential or non-residential development with a proposed cost of more than $100,000.
The contribution is then paid to Council either at the time of issue of a construction certificate for building works or at the time of the subdivision certificate in the case of subdivision works.
The proposed contribution rates are:
Proposed Cost of Carrying out the Development | Capped Contribution Rate |
---|---|
Up to and including $100,000 | Nil |
More than $100,000 and up to and including $200,000 | 0.5% of that cost |
More than $200,000 | 1% of that cost |
For example:
- An addition to an existing building costing $150,000 would pay a contribution to council of $750 (0.5%).
- A development of a new residential building costing $400,000 would pay a contribution to council of $4,000 (1%).
Council can also index the capital investment value of the works where a development application is valid for 5 years.
Exclusions to the contribution plan may include affordable housing, repair or replacement of development impacted by natural disasters and council-led projects where council is predominantly delivering infrastructure, facilities or buildings for the community.
A 7.12 contribution does not apply to development already subject to an existing section 7.11 (section 94) contribution.
