Under the Companion Animals Act, dogs in public must be on a leash and under the control of a capable person.

To enable dogs the opportunity to run freely, public places can be declared by a Council to be an off-leash area.

Bila Park in Tumut was declared a dog off-leash area in 2015 and is currently the only declared off-leash area in the Snowy Valleys Council district.

Following the adoption of the Snowy Valleys Council Companion Animals Management Policy Council is now declaring its intent to declare three new designated dog Off-Leash areas in the Snowy Valleys, specifically:

  • Bi -Centennial Park, Tumbarumba
  • Reedy Creek Park, Batlow
  • Golden Gully, Adelong

Exercising Dogs and your responsibilities

Balancing the positive outcomes from exercising dogs off leash whilst ensuring that all open space users feel safe and secure can be quite challenging.

Whether a dog is on-leash or off-leash it is required to be under the effective control of the person responsible for it at any given time.

Council receives complaints from time to from people who have been unnerved by a rushing dog. Regardless of the dog’s intent this can be a sometimes-frightening event for many people. In circumstance where Council does receive a complaint Councils Rangers investigate and take appropriate action.


Important information regarding your submission

Written submissions may be attached to the public report that is submitted to Council, unless you explicitly request you do not wish this to occur. They are subject to the Government Information (Public Access) Act 2009 and the Privacy and Personal Information Protection Act (PIPPA).
