Draft Operational Plan and Budget 2021/22

The 2021-2022 Operational Plan and Budget sets out the coming year’s actions and budget. The draft Plan contains 112 actions and a $73 million budget of which over $35.4 million is to be invested in Capital Works, including a $13.6 million investment in the transport network.

Draft Fees and Charges 2021/22

The Draft Fees and Charges Schedule sets out the fees that Council can charge for all services and programs. It has been prepared by assessing each fee for cost recovery and cost base increases, and, where applicable, the fees have been increased accordingly. During preparation of this year’s Fees and Charges, several changes have been made to further simplify and streamline fees and charges across the whole local government area.

Draft 2021-2022 Revenue Policy

Council’s Revenue Policy outlines Council’s estimated income and expenditure and the levied rates income based on the Fees & Charges Schedule. The draft policy outlines the new, harmonised rating structure that came into effect on 1 July 2021. In accordance with the Local Government Act 1993 Council will levy a base rate plus a rate in the dollar (ad-valorem rate) on four categories of properties: Farmland, Residential, Business and Mining.

Updated Long Term Financial Plan 2021/31

The Long Term Financial Plan (LTFP) is required to contain multiple scenarios for future financial management. The 2021-2031 LTFP includes three options –

  1. a continuation of existing budgeting (Baseline Scenario)
  2. a 25% Special Rate Variation (SRV Scenario) from 1 July 2022.
  3. a 10% Special Rate Variation (Optimistic scenario) from 1 July 2022.

Council has indicated its preferred scenario is Option 2 – a 25% SRV to be implemented from 1 July 2022 if approved by IPART.

In order to proceed with an application to IPART for an SRV, Council will be required to:

  • Conduct a community engagement program to seek the community’s preferred option for future budgets, and willingness to pay.
  • Review and consider community feedback and make a determination if to proceed with an application for a SRV prior to November 2021.
  • Notify IPART of Council's intention to apply for consideration of an SRV to be effective from 1 July 2022.
  • Complete a SRV application and submit to IPART in February 2022. The application must take into account community feedback, impact on community and detail organisational savings past and future.

Updated Sustainability Plan

The Sustainability Plan works alongside Council’s annual Operational Plan and Long Term Financial Plan as Council’s action list to guide decision making, monitor and continually improve the organisation’s efficiency and productivity. The Sustainability Plan recognises the increasing financial and service delivery pressures placed on Local Government and is a continuation of the journey that commenced with amalgamation.
