External Funding and Grants can assist Council to meet the needs of the community through the funding of capital or operating projects. However, they also have ongoing resource and operational implications for Council that must be taken into consideration before applying for a Grant or accepting External Funding.
These implications include not only financial and in-kind contributions (such as resource contributions, project management costs and administration costs) during the funding period, but also ongoing operational obligations that go beyond the funding period.
For such reasons, projects and programs funded by External Funding or Grants must align with Council’s Community Strategic Plan and Delivery Program.
This draft policy aims to ensure effective management of grants funded from external organisations and applies to all grants that require applications to be made and to all Council Officials and Councillors where:
Council is submitting a grant application for an external funding opportunity.
Council partners with other organisations to submit a joint grant application (irrespective of whether Council is the lead applicant or not).
Council auspices a grant application on behalf of another organisation.
Council is offered unsolicited funding (i.e., as part of a State or Federal Government budget or election commitment).
